The Ministry of State Reform is to present its National Artificial Intelligence Agenda in the fourth quarter of 2025 according to the online news source ECO.

The plan was supposed to be finalised and presented by March, but had to be postponed because of the snap elections which returned the Democratic Alliance (AD) coalition back to power with a smaller majority.

An official source at the Ministry of State Reform has indicated that the National Agenda for Artificial Intelligence should be presented in the next quarter” meaning between October and December.

The finalization of this public political plan for artificial intelligence was set out in the current government’s election manifesto. Preparation had begun in the previous legislative term before the elections under the then Minister Margarida Balseiro Lopes (now attending to other affairs) because AI was seen to have the potential to transform Portugal’s businesses and economy, extending to all activity sectors and sections of society.

One of the measures that makes up the agenda is the development of the natural language model ‘Amalia’ focused on European Portuguese. The model should be launched to the public on or around September 30.
