Portugal the top international retirement destination says Global Citizens Solutions

Global Citizen Solutions, a leading advisory firm specializing in investment migration, this week released findings from its comprehensive 2025 Global Retirement Report (GRR), which ranks 44 countries and their corresponding passive income visa options for retirees.

And according to the report, Portugal is the Nº1 destination for international retirement from a basket of destinations worldwide.

The report evaluates opportunities for enhanced quality of life, tax optimization and global mobility, presenting the most comprehensive, data-driven and up-to-date overview of retirement migration pathways for those seeking to retire abroad.

Portugal hot high scores across a range of criteria. The relocation Procedure scored 85.6 out of 100, Citizenship and Mobility (95.3), Economics (94.9), Quality of Life (95.03)

This analysis, produced by the firm’s Global Intelligence Unit, reveals that Portugal, Mauritius and Spain are the top three destinations for international retirees in 2025. Additionally, the findings highlight that retirement visa opportunities are now truly global, with the Americas and Europe leading the landscape, Optimization score (75), Integration (95.82) bringing the overall total score to 92.6 – the only country from a basket of countries to reach the 90s.

Portugal, Mauritius and Spain identified as Top Countries for Global Retirement Migration European destinations dominated the top of the report’s rankings, with Portugal, Spain and Austria leading in quality of life, world-class health care and security for retirees.

European programmes also offer some of the world’s strongest mobility options, with access to high-power passports and visa-free travel throughout the Schengen Area and beyond.
